Marinate the Steak: In a bowl, combine soy sauce, honey, rice vinegar, garlic, and ginger. Add the steak bites and marinate for 10 minutes.
Cook the potatoes: In a spacious skillet, warm olive oil over medium heat. Add the potatoes and cook until golden and crispy, about 10–12 minutes. Remove and set aside.
Sear the Steak: In the same skillet, add sesame oil. Remove the steak from the marinade (reserve the marinade) and sear until browned, about 2-3 minutes per side.
Combine and Glaze: Return the potatoes to the skillet with the steak. Pour in the reserved marinade and cook for another 2-3 minutes until everything is well coated and heated through.
Garnish and Serve: Top with chopped green onions and sesame seeds. Serve immediately.
